Their billionaire CEO Lloyd Blankfein will not face criminal prosecution. Others who have settled and not been prosecuted include JPMorgan Chase with a $13 billion settlement in November, 2013; Citi’s $7 billion settlement in July, 2014; an almost $17 billion settlement reached with Bank of America in August, 2014; and a $3.2 billion settlement with Morgan Stanley earlier this year.
